Brian Dulgar
Director
A graduate of Sacramento State with a B.A. in Business Marketing, Brian has been a part of the Aquatic Center for over 38 years. With his passion in aquatic and boating activities, he helped build the popular wakeboard/water ski programs at the Aquatic Center.
Cindi Dulgar
Associate Director
Cindi is a graduate of Sacramento State with a B.S. in Recreation Administration and completed her Master’s at Sacramento State in 2005. Cindi helped to jump start the water ski program, summer camp and special events to full scale in 1984.
Heather Wilhelmi
Operations Manager
Heather attended California State University, Chico where she was a Recreation Administration major. Heather’s love of Aquatics started at an early age as she has been a competitive water skier since age of eight. At 17 she was ranked 16th in the world for the slalom event.
DeDe Birch
Rowing Manager
DeDe is a graduate of Cal State East Bay with a master’s in Kinesiology specializing in Skill Acquisition and Sports Sociology. DeDe begin rowing in high school for Skyline in Oakland and then became a member of the Lake Merritt Rowing Club.
Russell Moran
Facilities and Safety Manager
Russell grew up on the Central Coast, earning his AA degree in Mathematics and Physics at Allan Hancock College. After meeting his wife, Megan, in San Luis Obispo, he moved to Sacramento to pursue a BA in Mathematics at Sac State, applying for what he thought would be a part-time job at the Aquatic Center.
Katie Ellis
Administrative Assistant
Katie was born and raised in Sammamish, Washington. She and her family moved to the Sacramento area in 2011 and found her love for aquatics at a young age through the Aquatic Center. Katie joined Capital Crew in eighth grade and competed through her senior year of high school.
John Tran
Operations Assistant
John was born and raised in Sacramento. After high school, he attended San Jose State University for 3 years finishing his degree in Recreation Administration at Sacramento State.
Steve Boraas
Facilities Technician
Steve has a life-long passion for the water that started on his parents boat when he was a toddler and continues today with his family on their pontoon boat. Steve spent many years in the marine repair industry before a long career in building material sales
Rick Caulk
Program Assistant
Rick graduated with a B.A. in Business Management from Sacramento State. With an active family and work life around boating, jet skiing, and water sport activities, his love of boats, coupled with his experience and talents, he is right at home at the Aquatic Center.
Ben Hise
Capital Crew Boys Head Coach
Ben is excited to return for the 2025-2026 season after spending his first season back with the team this past year. This isn’t Ben’s first time coaching at Capital. Prior to returning in 2024, Ben coached the boy’s program from 2016-2019. During this time, Capital developed into a Southwest powerhouse and a national contender winning multiple trophies and medals at the Southwest Championship, San Diego Crew Classic, Head of the Charles, etc.
Rich Wendling
Capital Crew Girls Head Coach
Rich has been actively engaged in rowing for over 20 years and began his first season at Capital in 2023. Rich was a distinguished collegiate athlete, has been a collegiate head coach, and dedicated advocate for young rowers in middle school and high school club programs.
John Aquino
Capital Crew Boys Assistant Coach
John rowed for Sacramento State and he went on to coach for Sac State Men’s and Women’s programs.
John helped start our first Capital Crew team and has coached both the boys and girls teams.
John is also a retired teacher.
Brian Birch
Capital Crew Assistant Coach
I am excited to be back coaching after taking several years off concentrating on my corporate career. My coaching philosophy is helping every athlete achieve their personal best by having fun, working hard, and learning skills that will help them throughout their life.
Matt Condrin
Capital Crew Boys Assistant Coach
Matt was born and raised in Sacramento and is a graduate of Jesuit High School class of 2018.
He rowed for Capital from 2016-2018. As a member of the 2018 Capital Men’s Varsity 8+, Matt and his teammates placed 7th in the nation at the USRowing Youth National Championships. Matt was selected to the USRowing Junior National Team Selection camp in Chula Vista, CA during the summer of 2018.
Nicole Shultz
Capital Crew Girls Assistant Coach & CCAP Coach
Nicole was a coxswain for Capital Crew from 2015-2020, competing in numerous league and regional races and placed 3rd at the 2018 Youth Regional Challenge.
After graduating high school in 2020, Nicole started competing at the Division 1 level as a coxswain for Oregon State University from 2020-2024, and helped lead the team to multiple 4th place finishes at the Pac12 conference championships.
